TR to PR in 2026: what the 33,000-worker initiative really is
There is no open TR to PR pathway in 2026 like the one in 2021. What IRCC announced is a one-time In-Canada Workers Initiative that speeds up permanent residence for up to 33,000 workers who already applied and live in smaller communities.
What the In-Canada Workers Initiative does
- It was announced as part of Budget 2025 and runs once, across 2026 and 2027.
- It will speed up up to 33,000 permanent residence decisions, with at least 20,000 in 2026.
- It covers people who have already applied through a Provincial Nominee Program, the Atlantic Immigration Program, the Rural or Francophone Community pilots, the caregiver pilots or the Agri-Food Pilot.
- Applicants must have lived in a smaller community for at least two years.
- No action is needed. IRCC identifies the files itself.
IRCC reported 3,600 people granted PR under the initiative in January and February 2026.
What it is not
It is not the 2021 TR to PR pathway, which took applications only in 2021 and has closed. It does not create new spots for people who haven't applied, and it does not include Express Entry or the Canadian Experience Class. A separate one-time measure covers about 115,000 protected persons over 2026 and 2027.
Real routes from temporary to permanent residence
- Canadian Experience Class through Express Entry, after a year of skilled work in Canada. Check your CRS score.
- Provincial Nominee Programs, which add 600 CRS points when the nomination is through Express Entry. In Ontario, see the OINP points calculator.
- Québec’s PSTQ, if you live or plan to live in Québec. Estimate your PSTQ score.
- French-language draws for people with NCLC 7 in French. See Francophone Mobility.
